BACKGROUND:

  • The security of our borders and Nation will continue to be tested by new and emerging threats. “The U.S. borders, – land, maritime, and air environments – cannot be effectively policed by a single DHS Component or even a single governmental entity”. A joint / layered / whole-of-government approach that leverages interagency and international partnerships as a force multiplier will continue to be the most effective way to secure the borders.
  • Understanding the emerging threats to our borders and national security  is dependent on the collection, gathering, analysis and sharing of intelligence and information from a broad array of sources on a continual basis. Partnerships to share intelligence and information and operational capabilities, amongst the IC community, federal, state, local, tribal, or territorial law enforcement,  international government agencies, and the private sector act as force multipliers towards protecting the Homeland.
  • However, as  transnational criminal organizations, violent extremists, and individual actors increase their levels of sophistication, our Homeland and National Security Agencies and their respective partners must continually improve their capabilities and leverage their strengths in joint information and intelligence sharing, and operational capabilities.
